Connecticut Adult Family Living (AFL) Program

Program Description:

Adult Family Living (AFL), also known as Caregiver Homes of Connecticut, is a compassionate initiative designed to support elderly individuals who wish to continue living in the comfort of a private home, rather than transitioning to an assisted living facility or nursing home. AFL facilitates this by offering financial support and resources to family members or friends who take on the dual role of caregiver and host, creating a nurturing home environment for the elderly. This innovative approach mirrors the concept of adult foster care.

The program is sponsored by the Connecticut Department of Social Services as part of the Connecticut Home Care Program for Elders and through the Personal Care Assistance Medicaid waiver programs.

AFL's model is simple yet impactful: an elderly individual either moves into a caregiver’s home, or the caregiver moves into the elderly individual's home. A vital component of the AFL program is the intermediary agency, accredited by the Connecticut Department of Social Services, which provides essential training, quality control, and ongoing support to the caregivers. It's important to note that spouses are not eligible to be caregivers within this program.

Compensation is provided to caregivers for their dedication to assisting the elderly with both their basic and more complex daily living activities. To ensure the program's integrity and support, caregivers collaborate with an intermediary agency.
